HOPE activities: Mapping

HOPE set up in 2001 a working party to work on the mapping of all hospital projects and realisations in border regions. Two questionnaires were designed, one for individual hospitals, one for health authorities at a regional level. The working party sent the questionnaire to 19 national co-ordinators in the EU Member States and some of the candidate countries. National co-ordinators translated the questionnaires where necessary and disseminated them to relevant hospital authorities.

Replies to the questionnaires have been collected by the working party and the results have been produced on a database. Extra information has also been retrieved from other sources available, in order to complete the results.

Cross-Border Territories: Day-To-Day Europe

On 8-9 November 2007, HOPE, together with the Mission Opérationnelle Transfrontalière (MOT), co-organised a major European conference on the political and operational issues involved in cross-border cooperation. More than 800 persons came from all European borders to participate in the European conference organized in Lille. The objective was to discuss the political and operational issues of cross-border co-operation and show that a Europe close to its citizens is on the move in the cross-border territories.

The 12 workshops provided opportunities for topic-by-topic highlighting of issues, projects, good practices, etc., leading to concrete proposals in the form of recommendations, which were collected early in 2008 in a white paper addressed to national and European institutions. The two plenary panel discussions showed that cross-border territories meet real needs, are an effective means of boosting Europe and must receive greater support from national and European authorities.

HOPE Workshop On Cross-Border Co-Operation In Border Regions

HOPE, together with the Veneto Regional Government (Italy) and Local Health Authority - Feltre, organized on 25 October 2005 in Venice the second Workshop on Healthcare Cross-border Co-operation in Border Regions. The event, like the first one held in Luxembourg in June 2003, gathered articipants representing local authorities and healthcare institutions involved in cross border activities in border regions.

The Venice workshop presented best practices as well as obstacles faced in the concrete work of cross-border actors. All types of co-operation were presented from collection of medical data to organized mobility of patients. The activities range from traditional examples of co-operation like emergency to more specific like the healthcare cross border cooperation for the 2006 Winter Olympic Games (Torino). Practical problems (e.g. use of drugs in home and neighboring country…), financial obstacles (who has to pay for the projects? for healthcare services? what is the role of insurance companies?) were outlined.

An important part of the workshop was devoted to the work done on Italian borders (Italy-Austria, Italy-France). Experiences from key borders like the Republic of Ireland and Northern Ireland one or the Euregio Meuse-Rhine (Germany, Belgium and the Netherlands) were presented as well as co-operation between Germany and Austria, Portugal and Spain. New Member States are also developing exchanges: an example of cooperation between Slovakia and Poland was given. Finally, the quite innovative first steps for a “cross border hospital” on the Spanish (Catalan region) and France were described.

 

Free movement and cross-border co-operation in Europe

In June 2003, the Entente des Hôpitaux Luxembourgeois organised with HOPE in Luxemburg a workshop on Free Movement and Cross-Border cooperation in Europe: Practical experiences in hospitals. It gathered all kind of professionals involved: nurses, managers and doctors, coming from different European countries.

The various areas of co-operation were covered, e.g. emergencies, care, telemedicine, sharing of equipment, research, human resources, networking/sharing practice, funding or common structures.
